Unitaid is a multilateral partnership hosted by the World Health Organization. Unitaid is focused on making a unique and impactful contribution to the global response against HIV/AIDS, tuberculosis, and malaria in developing countries. It catalyzes improvements for the larger response through forward-looking and time-limited investments to increase access to better, more effective, and more affordable health products (i.e. preventatives, medicines, and diagnostics). These investments typically target market-based interventions such as price reductions, improvements in quality and supply, and the introduction of innovative products more suitable for the populations in need.
Provides advice on resource mobilization and innovative financing, including:
- Leading the design, development and for the 2023-2027 resource mobilization strategy.
- Develops forward-looking strategic proposals and analysis on resource mobilization.
- Facilitates resource mobilization collaboration across the Unitaid Secretariat in close liaison with the External Relations and Communications Division, manages donor relationships together with concerned teams, and coordinates day-to-day contact with donors.
- Facilitates the promotion of cooperation agreement strategies and operational alliances with donors, public and private sectors.
- Supports Unitaid's efforts in innovative financing.
- Prepares policy and analytical briefs for the Executive Director and Senior Management Team on strategic partnerships and resource mobilization issues.
- Designs and develops tools for consultations with the donor community, individually and collectively.
- Develops generic advocacy documents aimed at showcasing the impact and results of the organization, investment cases.
- Coordinates the processes of donor reviews and reporting.
- Identify key potential new donors according to a pre-defined set of criteria (e.g. involvement in global health; priority given to HIV, tuberculosis, and malaria; ease of access to key stakeholders).
- Reviews and analyzes information and prepares reports/documents on activities related to funding partners and fundraising.
- Creates an action plan detailing required actions and a high-level timeline of implementation of the Resource Mobilization effort for each target donor.
- Liaise with existing and potential donors, foundations and private sector representatives, with a view to achieving significant increases in the overall funding to Unitaid.
- Liaise with contributing donors in coordination with the External Relations Unit.
- Keeps abreast of the latest trends, news and events in the resource mobilization area.
- Writes technical proposal documents, awareness-raising brochures, donor profiles, and plans of engagement aimed at securing long-term sustainable funding for Unitaid.
- Liaise with the Communications Unit in producing promotional materials.
- Lead and motivate the resource mobilization team.
- Undertakes other assignments as required.
Essential:
- Advanced level university degree in social science, international relations, business or a related field.
Desirable:
- An additional advanced level university degree in social science, international relations, business or a related field.
Essential:
- Minimum 10 years of national and international experience in resource mobilization leadership roles.
- Demonstrated experience in developing, implementing, monitoring and communicating resource mobilization strategies.
- Experience in creating an enabling environment for resource mobilization at donor, national and international levels
- Experience in successful fundraising with the public/private sector, foundations and governmental sources.
- Experience writing promotional material for fundraising and proposals.
- Experience in leading change management.
- Experience in designing resource mobilization databases, particularly for institutional donors.
- Strong knowledge of Official Development Assistance and other forms of Overseas Aid.
- Demonstrated supervisory experience.
Desirable:
- Understanding the global health agenda on Global Health, including HIV/AIDS, tuberculosis, malaria, maternal health and emerging themes such as regional manufacturing, climate and health and health emergencies.
- Work experience with Governments, WHO, other United Nations organizations, or any other international organization working in the field of public health.
- Awareness of how Overseas Aid is evolving and how it affects WHO, other United Nation Entities, recipient governments and other development actors.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 101,540 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6228 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
